Job Description

Pakistan National Carriers (PNC) is a leading logistics and transportation company specializing in bulk oil transportation. Established in 1992 and associated with Ganvour Parco Limited and Pakistan State Oil, PNC operates a dedicated fleet of 25+ tank lorries serving major energy clients. We are seeking an experienced HSE Engineer / HSE Manager (minimum 3 years' experience) based in Karachi to lead HSE for tanker and fleet operations in the road transportation and trucking sector.

Responsibilities

  • Develop, implement, and maintain HSE policies, procedures, and management systems for fleet and terminal operations.
  • Conduct risk assessments, job safety analyses (JSA), audits, and regular safety inspections of vehicles, depots, and loading/unloading sites.
  • Investigate incidents and near misses, perform root cause analysis, and implement corrective and preventive actions.
  • Plan and deliver HSE training, toolbox talks, and driver safety programs.
  • Manage emergency response, spill control drills, and permit-to-work processes.
  • Ensure compliance with Pakistan HSE regulations and client requirements; prepare HSE reports and KPIs.
  • Maintain HSE records, permits, MSDS, and ensure PPE compliance.
  • Liaise with clients, regulators, and contractors; promote a strong safety culture across operations.

What we're looking for

Required Skills

  • Minimum 3 years' HSE experience in transportation, trucking, or tanker operations (bulk oil experience desirable).
  • Knowledge of relevant Pakistan HSE laws, tank lorry operations, HAZMAT, and spill response.
  • Certifications such as NEBOSH or IOSH and experience with ISO 45001 and ISO 14001 preferred.
  • Strong incident investigation, risk assessment, and audit skills.
  • Excellent communication, leadership, and training delivery abilities.
  • Proficient in MS Office and HSE reporting.
  • Valid driver's license and ability to travel as required.
